If you go to www.bloodshed.net you will find GCC compatible compilers, which is what you need for Cross-Platform development on Windows. Most Linux distros only use the GCC Library files and that is why you would need a GCC compatible compiler. Also as a note if something is compiled in a GCC compatible compiler the program will work with Windows
